An emotional support animal provides support through its presence. An ESA does not need individual task training. Housing requests are assessed under the rules that apply to the specific home and circumstances.
Texas ESA Letter
& PSD Letter FAQ
Answers about individualized evaluations, housing documentation, psychiatric service dogs, privacy and what letters can and cannot do.

Start with the questions that matter to you.
These answers are general educational information, not legal or medical advice. Documentation is issued only when a Texas-licensed provider determines it is clinically appropriate.
Read HUD assistance-animal guidanceBegin with the application. If an evaluation appears appropriate, you may choose to continue with a Texas-licensed mental health provider. The provider decides independently whether documentation is clinically appropriate.
An ESA letter or PSD letter, when clinically appropriate, may support a reasonable accommodation request. Approval depends on the facts, the housing provider’s review and the law that applies.
No. Payment covers a professional evaluation, not a guarantee that you will receive an ESA letter or PSD letter. If the licensed provider determines after the evaluation that documentation is not clinically appropriate, the evaluation fee is refunded in full. This does not guarantee a housing accommodation.
People often search for ESA certification or ESA registration when they need housing documentation. No government-issued ESA certification or registration is required for a housing accommodation request. If a disability-related need is not apparent, a housing provider may still ask for reliable information relevant to that need under applicable fair-housing rules. Paid Texas Service Animals evaluations include a private TSA client-record registration; optional TSA companion certificates or IDs are also available with eligible bundles after a provider issues an ESA letter or PSD letter. Some hotels and businesses may not be familiar with which documents are required and may still ask to see an ID or certificate. Clients have shared positive experiences having optional TSA IDs or certificates handy while traveling, saying they made those conversations more convenient. The materials are not required or government-issued, and they do not replace the signed ESA letter or PSD letter from the provider or determine an accommodation decision. Registered clients can contact customer support year-round and may receive reminders to consider a follow-up evaluation and updates about relevant policy or legal changes. Reminders are informational, do not mean an evaluation is automatically due, and updates are not legal advice.
An ESA does not have the same public access rights as a trained service dog under the ADA. ESA housing documentation is for housing requests.
A psychiatric service dog (PSD) letter is clinical documentation of a provider’s recommendation when appropriate. The dog must still be individually trained to perform work or tasks related to a disability.
No. An ESA letter or PSD letter does not register, certify or train a dog, and a business open to the public cannot require an ESA letter or PSD letter as proof of service-dog status or to allow ADA entry.
Yes. You may contact the team with general questions before choosing whether to proceed. Please send personal or health information only through the secure application.
After documentation is issued, the team can help coordinate a response to legitimate administrative verification requests from a housing provider or its authorized screening platform. This support is included; standard processing times apply.
Think about the circumstances you want to discuss, your daily functional needs and, if relevant, the housing request. Bring any property form or written instructions you have received. Share accurate information in your own words; you do not need to use a script.
No. A provider makes an independent clinical decision after evaluating your individual circumstances. The evaluation is not a purchase of a predetermined ESA letter or PSD letter, and documentation is issued only when the provider determines it is clinically appropriate.
The provider explains their decision. The service’s published terms provide a full refund of the evaluation fee when the provider determines after the evaluation that documentation is not clinically appropriate. The refund does not guarantee a housing accommodation.
An ESA housing letter is not a general public-access credential or workplace accommodation approval. Public access, employment and housing involve different laws and processes. Check the specific organization’s process and current official guidance.
Do not assume An ESA housing letter qualifies an animal for air travel. Airline rules and federal requirements can change. Check the current U.S. Department of Transportation and airline instructions before traveling.
An ESA letter or PSD letter does not automatically decide a housing request. The housing provider reviews the request under applicable requirements and the individual facts, and may seek reliable information when appropriate. No evaluation service can guarantee the result.
The multiple-animal option is for consideration of up to three animals. The provider reviews the support role of each animal individually; the option does not guarantee that documentation will be recommended for every animal.
Use the Texas Behavioral Health Executive Council’s public license lookup to search the provider by name or license number and review the current record. A logo, certificate or website claim is not a substitute for checking with the licensing agency.
Confirm the request with your housing provider, review what the platform is asking for and submit information through the secure channel identified by the property. Keep copies of the request and your response, and ask the provider to explain anything unclear.
No. A certificate, registry listing or ID is not required to establish ADA service-dog status; that status depends on the dog’s disability-related task training. Some hotels and businesses may not be familiar with the rules and may still ask to see an ID or certificate. Clients have shared positive experiences having optional TSA service dog IDs or certificates handy while traveling, saying they made those conversations more convenient. These materials are not required, do not establish ADA public-access rights, and do not replace the dog’s disability-related task training. It is available only through eligible bundles after a provider issues documentation. Registered clients can also contact customer support year-round and may receive informational reminders about follow-up evaluations and relevant policy or legal updates. These reminders are not a clinical recommendation or legal advice.

What happens after an ESA letter is issued?
The resident makes an accommodation request to the housing provider using its stated process. An ESA letter or PSD letter from the provider may be relevant when the disability-related need is not apparent, but the housing provider reviews the specific request and may seek reliable information relevant to it. An ESA letter or PSD letter does not automatically approve the request or decide a dispute.
Keep a copy of the request, the ESA letter or PSD letter and any response. If a housing provider asks for a form or administrative verification, use the requested secure channel and share only information relevant to that request. If a request is denied, ask what information is missing and consult an appropriate fair-housing or legal resource about the specific facts and deadlines.
Where to send personal information
Phone, text, WhatsApp and email are for general questions. Send health details, evaluation documents and sensitive housing records through the secure application or another channel specifically provided for that purpose. Avoid placing private health information in a public review or ordinary contact message.
Read the privacy notice to learn how information is collected, used, stored and shared. Ask the team if you need help finding the right channel before sending a document.
An ESA letter or PSD letter does not create public access rights
The ADA defines a service animal as a dog individually trained to do work or perform tasks for a person with a disability. Comfort from an animal’s presence alone does not meet that standard. An ESA housing letter, companion certificate, ID or vest does not create ADA service-animal status.
Housing, public access, air travel and campus housing can involve different laws and procedures. Check the current rules for the setting in question instead of assuming that one document applies everywhere.
